
IVR (Interactive Voice Response) vs Voice Agents
IVR (Interactive Voice Response) is the automated phone system that plays recorded menus and routes callers by keypad presses or spoken keywords. A conversational AI voice agent replaces the menu with open speech: the caller says what they need and the agent understands and acts.
A classic IVR is a decision tree. Every path is recorded in advance ('for appointments press 1'), and the caller navigates it with keypad tones or, in newer systems, a few recognised words. It is cheap, predictable and easy to audit, and it works for simple routing. Its weakness is everything outside the tree: a caller who wants two things, who does not know which department applies, or who speaks in a way the keyword recogniser did not expect ends up pressing 0 for an operator. A voice agent is not a tree; it listens to a full sentence, uses a language model to decide, calls the same back-end systems, and can handle follow-ups and changes of mind inside one call.
In the Gulf and Egypt the IVR problem is sharper because menus are usually recorded in formal Arabic and English, while callers speak Najdi, Hejazi, Emirati or Egyptian and mix in English words. Keyword recognition tuned for MSA misses them, so the menu becomes a wall. The trade-off runs the other way too: an IVR never misunderstands a keypad press, and cloud contact-centre platforms such as Maqsam still ship IVR alongside their AI voice agent, as published on their website (checked September 2026). For a clinic or a brokerage the practical middle ground is often a voice agent that answers first and falls back to a short menu or a human only when needed.
